Germany was not only instrumental in developing the European flexible use of airspace (FUA) concept, but also quickly and efficiently adopted it. Under FUA, there is no rigid division between military and civil airspace. All airspace is used flexibly, depending on the purpose, to meet the requirements of all airspace users.
