Germany was not only instrumental in developing the European flexible use of airspace (FUA) concept but also quickly and efficiently adopted it. Under FUA, there is no rigid division between military and civil airspace. The entire airspace is used flexibly depending on the purpose to meet the requirements of all airspace users.
